Bill Gates testified recently to congress on the necessity of expanding the H1B visa worker cap. A limited number of new H1B visas can be approved each year. The quota was filled within hours for 2007, and the expectation for 2008 is the same. This shortage causes many technology companies, including Microsoft, to shift development focus to other geographical locations or miss critical deadlines.
